Utilities and Services Contracts

I learned a great deal about utility contracts when I served as Chief of Utilities and Services at Ramstein Air Base in Germany.  We had 55 contracts with different utility providers for the various facilities.  It was difficult to understand and remember the complex and varied rate structures.  I led an effort to computerize the auditing processes so that all of the monthly bills could be audited with confidence.  Using computer technology, we went from random audits to 100% audits.  Then going back 7-years, we recovered over $600,000 in overcharges.   I received an Air Force Commendation Medal.  

I managed $30 million utility purchases and $24 million resale when I served as Chief Engineering Services and Energy Management.
